Disability Health Board Reports in Turkey: What They Are For and How the Process Generally Works
What a disability health board report is, which entitlements it may be needed for, and how application and assessment generally proceed: information for families.
For people with limitations in daily life due to chronic illness, accidents, stroke, age-related conditions or congenital conditions, a disability health board report is often the first step towards various social and financial entitlements. This is an informational summary.
Rules, rates and entitlements are set by regulation and may change; for current, personal information, consult authorised health institutions and the relevant official bodies.
What is it?
It is issued by health boards at authorised hospitals after specialists from different fields assess the person's condition and functional loss. It usually includes diagnoses, the disability rate or level, whether it is permanent or time-limited, and, where relevant, whether the person needs care from others.
| Area | Example entitlements (subject to conditions) |
|---|---|
| Social support | Home care support, some social assistance programmes |
| Tax | Some tax reductions and exemptions |
| Transport | Some public transport discounts |
| Employment | Disability employment and retirement provisions |
| Education | Special education and rehabilitation services |
| Health | Arrangements for some supplies and services |
Each entitlement has its own conditions and documents; check with the relevant institution.
General process
- Application to an authorised hospital's health board or unit.
- Documents: ID, previous reports, discharge summaries, tests and imaging.
- Examinations by specialists, with extra tests if needed.
- Board assessment and report issued.
- Result recorded electronically and communicated.
- Appeal routes exist under the regulations.
For bedridden people, home assessment or special arrangements may sometimes be possible; ask the institution. Patient transport can be planned if hospital attendance is needed.
Tips: keep all documents in one file, keep copies of previous reports, bring the medicine list and current notes to examinations, track renewal dates for time-limited reports and ask official information desks about anything unclear.
We help home care families across Yalova compile documents, perform home tests and arrange transport and companions for hospital attendance; issuing reports is the responsibility of authorised health boards. Support is also available in Bursa, Istanbul and Kocaeli–Gebze.
